If all the streets were rivers getting around town would be a lot more difficult and a lot slower but all the rivers would freeze in the winter which would make it a lot harder.

I think it would be both good and bad because people wouldn't be tempted to just sit around and watch TV all day but people wouldn't be able to watch news and stuff that they need to see.
